The One Nation One Subscription (ONOS) initiative of the Office of PSA was approved by the Union Cabinet as a Central Sector Scheme on 25th November 2024. ONOS is aimed at providing access to scholarly research e-journals from prominent publishers covering the disciplines of STEM, medical, management, social sciences and humanities, to all individuals in the country. Nearly 6,400 institutions across the country including Higher Educational Institutions i.e. central and state universities, colleges (including all medical colleges) and central government R&D institutions will benefit from ONOS. This translates to nearly 1.8 Crore students, faculty and researchers across the country getting access to more than 13,000 journals from 30 publishers including the top 4 global publishers i.e. Elsevier, Springer-Nature, Taylor & Francis and Wiley. As part of the recent Anusandhan National Research Foundation (ANRF) Act, the Government plans to seed and promote a vibrant research culture in the tier-2 and tier-3 higher educational institutions. Through ONOS, many such institutions will begin to get access to journals, which is a necessity for doing research. Under ONOS, the govt. has negotiated for national licenses for e-journal subscriptions with 30 publishers, thus consolidating various consortia/institutional subscriptions. In addition to the above, it is also planned to have a consolidated central funding to support Indian authors to pay for APCs for good quality OA journals. The Prime Minister of India in his address to the Nation from the ramparts of the Red Fort on 15th August, 2022, had pointed out the importance of Research and Development in our country in the Amrit Kaal. He had given the clarion call of “Jai Anusandhan” on the occasion. The National Education Policy, 2020 (NEP 2020) has also identified research as a corequisite for outstanding education and development in our country. In response to the vision of making India Atmanirbhar and Viksitbharat@2047, the Government of India approved One Nation One Subscription scheme to provide country-wide access to international high impact scholarly research articles and journal publications to students, faculty and researchers of all Higher Education Institutions managed by the central government and state governments and Research & Development Institutions of the central government. The One Nation One Subscription (ONOS) intends to acquire national licenses for e-journal/database subscriptions from most of the prominent journal publishers. A total of 30 major international journal publishers have been included in ONOS. All the journals published by these publishers will be accessible to the students, faculty members and researchers of the participating institutions. The initiative will open a goldmine of knowledge available in top quality scholarly journals to nearly 1.8 crore students, faculty members, researchers and scientists of all disciplines, including those in tier 2 and tier 3 cities, thereby encouraging core as well as interdisciplinary research in the country. The ONOS is starting its operation from 1st January 2025. ONOS phase-I has been approved for the calendar years 2025, 2026 and 2027. Access to journals are being provided through national subscription coordinated by the Information and Library Network (INFLIBNET) Centre, an autonomous inter-university centre of the University Grants Commission (UGC), Gandhinagar, Gujarat. The Department of Higher Education, Government of India will have a unified portal “One Nation One Subscription“ (https://www.onos.gov.in/) through which the institutions will be able to access the journals. The ANRF will periodically review the usage of One Nation One Subscription and publications of Indian authors of these institutions. One Nation One Subscription is a timely step towards establishing India in the global research ecosystem by bringing ease of doing research to the doorstep of all students, faculty members and researchers in the government institutions. The different types of access modules under ONOS based on the existing infrastructure of the participating institutions are as under: For Institutions who have their own static IP address for subscription to journal resources, access will be available through: • Campus Wide-Network: This means any computer /laptop/mobile device connected in Campus network will automatically get access to articles from all considered publishers. No separate individual user registration is required. • Existing government users of any of the consortia, including state government higher education institutions having their static IP address are being automatically ported to the ONOS portal for smooth transition.
